The Driver and Vehicle Licensing Authority (DVLA) has announced a major policy change that will see vehicle licence plates issued in the names of individual owners, beginning January 1, 2026.
According to the Authority, the new system aims to strengthen road safety, traceability, and security by ensuring that each vehicle number is directly tied to its owner.
Under the policy, owners will be required to remove and retain their number plates when transferring ownership of a vehicle. The new buyer must then apply for and obtain a newly assigned number plate from the DVLA.
In a statement issued on October 3, the DVLA explained that number plates will now serve as personal identifiers, placing additional responsibility on owners to safeguard them.
“When vehicles are transferred from the immediate owner, that owner owes a responsibility to himself to take off the number to allow the new owner to go through the process to secure an assigned number to be fixed on the vehicle,” the statement read.
The Authority noted that the reform will enhance collaboration with security agencies, enabling them to easily trace vehicles to specific individuals in cases involving traffic violations, theft, or criminal investigations.
The DVLA assured the public that detailed implementation guidelines will be communicated in the coming months to ensure a smooth transition to the new system.
